Hello, my name is Councillor Marnie Doyle. I am a councillor with Ipswich City Council representing Division 3 which takes in suburbs around the Ipswich CBD all the way to the East including Collingwood Park and part of Goodna.

Under the local government act we represent all of Ipswich not just our division. Each day I meet with, and advocate for residents on a wide range of Council issues. Roads, rates and rubbish is key for residents and the timely and sustainable delivery of these services should be paramount. I am also involved in other strategic matters such Domestic Violence and equity for all residents needing to access resources, I also help our most vulnerable residents by connecting them with support from community organisations.

A little background about myself.

I was born and raised in Ipswich and now reside in Sadliers Crossing. I am a St Mary’s old girl and hold a Bachelor of Laws and Master of Laws. I have a wealth of corporate experience having worked for almost 25 years as a banking and finance lawyer. I have undertaken extensive work on projects including open data, privacy and digital transformation – important issues in Australia with a direct impact on local government. 

Personal Statement

A senior legal professional with 25 years’ experience in institutional banking who now serves my community as a Councillor with Ipswich City Council and boasts board experience, I am deeply committed to serving the residents of Ipswich.

My core strength is my ability to apply my high level of financial acumen, legal, compliance, and risk management skills to analyse a situation, formulate and contribute to strategy development, and effectively engage with a diverse range of stakeholders, including regulatory bodies, to move an organisation forward. 

As a local government representative, I am politically experienced and astute, with the capacity to work effectively and positively with diverse interest groups and stakeholders to achieve mutually beneficial outcomes for my community. 

This role has provided me with an exceptional insight into the unique health, social and economic issues residents in the Ipswich region face, and I have worked with many local stakeholders on several initiatives and issues to make a positive impact for the community. 

I am genuinely passionate about effecting positive change in my community. One example of this commitment is a motion I raised with Council to increase our support for victims of domestic violence in Ipswich. This motion resulted in the city’s first DV Summit, with all stakeholders (including government departments, QPS, DVAC etc) now working towards a city-wide, unified strategy to tackle this endemic issue. 

Integral to my role of Councillor is setting the strategic policies and priorities for Ipswich City Council. This requires me to analyse, critically assess and drive performance across all areas of the organisation.

I am also Chair of the Ipswich Central Redevelopment Committee, overseeing the renewal of Ipswich Central including the $300 million Nicholas Street Precinct, catalytic project. 

As Chair, it is my role to drive and deliver on the strategic direction of the project, oversee the leasing program, and ensure the creation of an institutional-grade asset. I am acutely aware of the importance of strategy and the crucial role it plays in delivering both financial and nonfinancial outcomes. 

I am also a member of the Ipswich City Council Audit and Risk Management Committee. As members, we act as an independent, oversight, assurance, and advisory service to Council in the effective discharge of its responsibilities prescribed in the Local Government Act and the Local Government Regulation. I assist in monitoring and reviewing governance structures, ensuring the integrity of financial documents, management activities and public accountability reports, overseeing the internal audit and corrupt conduct investigation’s branch, and legislative compliance.

While I am an elected representative, I understand when and where I need to remain politically neutral, an aim I take seriously in my role as board member on the Queensland Heritage Council, a position I have held since 2022. 

As part of the Queensland Heritage Council, I contribute to the organisation’s strategic direction while engaging with a range of stakeholders (including local, state, and federal government departments and representatives) to successfully deliver on our core objectives, as well as departmental strategies. I do this impartially, taking the broader political landscape into consideration, and with poise and professionalism. 

As a senior legal professional, prior to stepping into the local government space, my core skillset was in governance and risk management – two crucial attributes for any board member. Not only am I well-placed to identify and plan for potential risks, but I have the experience to provide innovative solutions from a range of perspectives. 

My experience in institutional banking spans 25 years with Westpac, during which time I took on a number of senior legal roles managing multi-billion-dollar transactions and the risks associated with them. I certainly boast the confidence to think quickly and make sound judgments in a complex commercial context. I also have extensive experience in providing legal support for public and private sector debt financing.

From a leadership perspective, I worked through no less than five restructures during my time with Westpac. I understand the impact a leader can have on organisational culture, and the importance of working as a team – integral in both commercial, community and government organisations. 

In addition to my qualifications, I am a dedicated advocate for transparency, accountability, and community engagement in all aspects of governance. I believe in fostering a culture of collaboration, where all voices are heard, and decisions are made with a holistic understanding of our community's needs.

Personally, I am resilient, honest, hardworking, and trustworthy, I can think on my feet, and I boast superior interpersonal, verbal, and written communication. I am incredibly eager to contribute my knowledge, energy, and dedication to help shape policies and initiatives that will benefit the West Moreton community for generations to come, and advance public health goals in my region.
